The State Council proposed that units engaged in the maintenance, scrapping and other business activities of refrigeration equipment, refrigeration systems or fire extinguishing systems containing ozone depleting substances should handle the filing procedures in accordance with the regulations of the competent ecological environment department of the State Council.
